Stephen Zhang

Mr. Binlin (Stephen) Zhang is an experienced petroleum geologist with over 25 years of expertise, particularly in seismic data analysis and subsurface geology. Demonstrating leadership in the evaluation, acquisition, and licensing of oil and gas assets in Western Canada, he has successfully led the implementation of several large-scale projects. In 2011, Mr. Zhang founded LBM Petroleum Company, achieving significant accomplishments in the Canadian oil market through his deep industry insight. As a co-founder and exploration VP at ORGA Energy, he brings extensive technical and managerial experience and plays a key role in strategic development, ensuring the company’s continuous growth and innovation.

Dan Williams

Technical Advisor
Mr. Dan Williams plays a significant role in shaping the company’s strategic direction and operational excellence. With over 30 years of experience in the oil and natural gas industry, Mr. Williams has a rich background in project management, risk assessment, and regulatory compliance. Previously, he held senior level positions such as Chief Operating Officer, Vice President ofEngineering, and Business Unit Manager at both public and private companies including PetroBakken Energy Ltd. and Shiningstar Energy Ltd., where he has been responsible for drilling strategies, documentation and applications, managing reserves process and production budgets, as well as spearheading large-scale drilling projects in the Western Canadian Sedimentary Basin. Mr. Williams holds a Bachelor of Science degree in Chemical Engineering from the University ofCalgary and is a member of the Association of Professional Engineers and Geoscientists of Alberta. His strategic insights and technical expertise are vital to ORGA’s successful expansion and ongoing leadership in the industry.

With deep expertise in field operations, organizational leadership, and cost management, King ensures projects are executed efficiently, safely, and within budget, demonstrating excellence in both technical and managerial domains. He is also an active member of APEGA, further reinforcing his commitment to professional excellence and industry standards.
Scott Pennell, P.Eng.

Senior Business Development Engineer
Mr. Scott Pennell has over 30 years of global experience in the oil and industry. Formerly Chief Operating Officer at Sproule, one of the world’s leading oil and gas advisory firms, he had oversight and accountability for some 300 petroleum and sub-surface reservoir-related projects per year, encompassing reservoir characterization, simulation studies, field development plans, economics, and reserves and resources worldwide. Mr. Pennell has provided technical advisory on over CAD 20 billion in buy-side capital market mandates in conventional and unconventional oil and gas, onshore and offshore developments. He is an expert on oil and gas reserves and resources, portfolios, development plans, and subsurface risk and uncertainty.

Zhao (Peter) Liu, P.Eng.

Drilling Manager
Mr. Zhao (Peter) Liu, P. Eng, with over 30 years of Canadian and international experience in drilling and completions, specializing in horizontal, multilateral, high-pressure high-temperature (HPHT) wells, Steam Assisted Gravity Drainage (SAGD), and complex gas wells. Mr. Liu previously served as the Manager of Drilling and Completions at Devon Energy, and he has significantly enhanced project efficiency and safety. During his tenure as Vice President of Operations at COSL Canada Ltd., he successfully assembled a drilling team responsible for over 300 SAGD wells, achieving a perfect safety record with zero incidents over four years. Under his leadership, project efficiencies improved, costs were substantially reduced, and he drove company revenues from under CAD 500,000 to over CAD 100 million, demonstrating exceptional leadership and operational management skills.
